Brief Description:
This tender involves the modernization of 19 railway level crossings across Dolj and Gorj counties. The scope includes full technical design documentation (building permits, technical designs, execution details), obtaining necessary approvals, and executing construction works. Interventions include upgrades to railway tracks, road geometries, safety barriers, signaling systems, lighting, platform improvements, and utility relocations. All works must comply with national infrastructure and safety standards.

Award Criteria – Best Quality-Price Ratio (100 points)
1. Financial Offer – 40 points
- Full score for the lowest compliant bid
- Others are scored proportionally based on deviation from the lowest offer
2. Technical Proposal – 60 points
a. Extended Warranty – up to 15 points
- No score for the minimum warranty (60 months)
- 0.25 points awarded for each additional month from 61 to 84 months
- Full score at 84 months or more
b. Key Expert Experience – up to 35 points
- Project Manager (min. 2 relevant projects): max 10 pts
- Design Coordinator (min. 2 projects): max 10 pts
- Road Design Engineer: max 5 pts
- Railway Design Engineer: max 5 pts
- Civil Engineer for Structures: max 5 pts
c. Methodology and Resources – up to 10 points
- Execution plan quality
- Human and technical resource planning
- Environmental mitigation strategies
- Coordination between design and execution teams
Eligibility Requirements
Relevant Experience:
- Completion of comparable railway and road infrastructure works in the past 5 years
- Projects must include elements like:
- Road-rail intersections
- Barrier and signaling upgrades
- Utility relocations and civil works
- Maximum 3 contracts allowed to demonstrate this experience
- Proof must include certificates or references from beneficiaries
Legal and Professional Criteria:
- Proof of company registration
- Clean legal and tax records
- Use of standard European Single Procurement Document (ESPD)
- CVs and evidence for all key personnel
Authorizations Required – AFER Certification
Mandatory Requirement:
Bidders must hold a valid Railway Supplier Authorization issued by AFER (Romanian Railway Authority), along with Railway Technical Agreements, in accordance with:
- Ministerial Order No. 290/2000 (Articles 1, 2, and 7)
- Government Decision No. 626/1998
Required for critical railway services:
- Railway infrastructure design
- SCB system construction and installation
- Construction/repair of level crossings
- Construction/modernization of railway lines
Validity and Compliance:
- Documents must be valid at submission and remain so during the contract
- If not, a self-declaration to maintain validity throughout the contract must be submitted
Foreign Companies:
- Must provide equivalent authorizations recognized by AFER
- All consortium members and subcontractors must comply
